Additional charges of child molestation led to the second arrest of a 73-year-old special education substitute teacher.
A new victim, a 9-year-old girl, came forward, leading to the second arrest of Robert Scroggs, a substitute teacher for the Bellevue School District.
The girl claims that Scroggs touched her inappropriately while they were in class. This occurrence took place between January and April of 2024, when Scroggs was serving as a substitute teacher at Newport Elementary School, according to the Bellevue police.
On June 24, Scroggs was apprehended for the second occasion on charges of first-degree child molestation. A parent reported that Scroggs had sexually molested her 8-year-old child at Newport Heights Elementary School on June 7, leading to his first arrest as reported by KOMO News.
Authorities say the parent informed the school that Scroggs frequently removed the student from class “to address the child’s social, emotional, and behavioral issues.”

Bellevue Police Chief Wendell Shirley expressed gratitude to the community for their assistance in apprehending the perpetrator of a horrific crime that targeted some of the city’s most defenseless citizens. “This should serve as a warning to everyone: call the police without delay if you are concerned about your safety or security.”
